After the establishment of Israel in 1948, the Arabs who remained in the territory under Israel control become citizens of Israel. Although the Arabs who get the citizenship in Israel is a part and parcel of the larger Palestinian problem from the beginning, the reality that the constant war and conflict between Israel and Palestine and the Arab world renders the Israeli Arabs in a great predicament. The Jews have guarded them against as a potential threat, and being controlled and discriminated in all aspects of social life, thus become a minority backward and splited in economy and political life.The thesis depicts out the secondary citizenship of Arabs in Israel from three levels, the government policy toward Arabs; the situation of Arabs' economical and social life and their political activities. Israel as a Jewish state, Israel as a democracy and Israel as a state with deep security concerns are the three pillars that guided Israel's policy toward its Arab citizens. The abolishment of the military government in 1966 and the rising of the PLO make the Arabs in Israel overcome the chaos and confusion after the Palestinian war, their national conscious became awakening. From then on they built up a series of political parties and political organizations, demanding for equality and resolution of the Palestinian problem, which compose the major two aims of their political struggle. But on the other hand, deferent destiny and the arrangement of prospect make the relationship between Israel Arabs and the PLO complicated and subtle. Even the future Palestine state turn out, the Israel Arabs will continue to live in Israel and concentrate their energy on the struggle for equality with Jews. In that time, the ethnic structure of Israel will be the biggest barrier in their way to equality, which predicts the Israeli Arabs will face a difficult and long-drawn-out struggle.
