The theory of all-round and free development of human being is one of the core of Marxist theory. By means of analysis and study of the current situation of all-round development of human being, and utilize many subjects such as: politics, education, ethics, management, psychology, this article synthesized the main idea about the meaning of all-round development in sphere of learning, defined the connotation of political system and all-round development of human being, and the relationship between them. It also put forward the theoretical and practical basis of all-round development of human being. The article generalized the characteristics and significance of all-round development from the point of political system.This article stands from the point of political system, discussing the main contents of all-round development: all-round development of human need, social relationship and intercourse, ability and personality. There are some principles of all-round development: principles of political orientation, goal of value, period, relativity and particularity. It also discussed the important functions of political system to all-round development: It is advantageous to all-round development of human need by perfecting political system; It is advantageous to all-round development of social relationship by reforming political system; It is advantageous to all-round development of human personality by innovating political ideas; It is advantageous to all-round development of human ability by developing political organizations; It is advantageous to all-round development of social life by making progress on political system. We should put forward the reform of political system: develop social democratic politics; set up the spirit of governance by law; put forward and deepen the reform of system and mechanism.
