In the late 19th century, imperialist began to invade China, dividing it into different shares. On March 6th, 1898, by intimidating Qing Dynasty Government into signing the Treaty of Leasing Jiao'ao, Germany robbed China of the right to build railroads in Shandong. Jiaoji Railway was completed and came into use on June 1st, 1904, joining the Jiaozhou Gulf, the hinterland of Shandong and the capital into a whole. With its rich mineral resources, it is both economically and strategically important.When the World War I broke out, having cast covetous eyes on the railway for a long time, Japanese imperialist took advantage of the less attention of Germany on the Shandong Peninsula, encroached upon Qingdao and had also made a large profit by controlling it for eight years. When Japan attempted to control it permanently, China launched a long-term conflict with Japan, but without any result.The Shandong issue including Jiaoji Railway was on the agenda again when the Washington Meeting was open on July 7th, 1921. From then on, China had been entitled to have the Railroad's ownership legally, which was a triumph in the history of China's diplomacy. Collecting money to redeem the railway, the government first tried to get the railroad private-run. Although the nation were in favour of the plan and made a detailed program , all of them were in vain. At the same time of private-run campaign, the profits from running the railway was a source of redeeming in addition to the collected money for the public. Lacking money, the railroad authorities failed to redeem the railway as planned in 1936. The Anti—Japanese War broke out the next year, all the treaties between China and Japan had been cancelled. The campaign didn't attain the prospective achievements, because China hadn't paid off all the debts set in the treaty.From the historic view, the Railway Redeeming Event was not accidental, but a continued effort of modern China's wish to redeem the railway. AlthoughChina has not finally been able to collect the money to redeem the railroad, but in the entire process, the Chinese ultra strong cohesive force and the patriotic spirit were constantly manifested. This thesis takes the historical materialism as the instruction, based on the widespread data collection, the usage of historical viewpoint and the class analysis method, trying hard to carry on this question into the elaborate and thorough discussion.
