Qing Dynasty was established by Manchurian and the Manchuria language was the language of their own nation which was called National Language. In order to develop their National Language, Qing Government adopted a serious of measures to make it institutional. The main measures contained arranging Manchurian course in Baqi School, publishing Manchurian books, translating Chinese classic lectures into Manchurian and setting up translation exam. These measures are significant for maintaining the old habitude and promoting its institutionalism. But the whole language environment was lost and Chinese civilization was impacting on it, so the decline of the National Language could not be retrieved.
