As a traditional Chinese-style regime, developed to the late of Qing Dynasty, in addition to the pressure of its own Insurmountable periodic system, also have the pressure changes of the era which the Dynasties do not have. The late Qing Dynasty was the Remodeling period after the first capitalist industrial revolution reshaping the global pattern, which makes the reasons for the decline of dynasties with modern elements. And different from modern Western democracies, the traditional Chinese state system is not to promote social progress and the pursuit of the greatest happiness of society, but rather in serving the decentralized rural organization together, and maintain their countries in unified political structure. This system of "destruction-renewal" model implement for about two thousand years. Since the Opium War, although in the dual pressures of the national crisis and Class contradictions, the Qing government was standing in the forefront of the reform passively, however, the re-establishment of the authority of the political model was blocked. In the process of suppression of the Taiping movement, the state power began to shift. Central power weakened, the power of governors has been strengthened, and the army from the Nationalization changes to Localization or even privatization. The power of the state was transferred from the Manzhou's hand to the Han people. Reform Movement and the New Deal were the last response of Qing government makes for era of intense change, but the reform with deep popularity did not have the capacity to restore the dynasty, instead speed up the arrival of the people's revolution, the Qing government finally fell in the face of radical reform.
