| Modern piratic crime is one of the important elements that compose nontraditional security threats. Due to its deep influence on sea transportation all over the world and regional stability of politics and economy, piratic crime becomes an international concern, as a nontraditional security problem. Since the 80s of the twentieth century, horrible piratic crimes were continually committed along Asia's Southeast coast, ranking first in the world's five most inflicted areas(Southeast Asia water area, West Africa Coast, water area adjacent to Somali Peninsula, the Red Sea, water area in the vicinity of the Gulf of Aden, the Gulf of Bengal coast). The birth and growth of modern piratic crime has its root not only in the area's history and society, but also profoundly influenced by international relationships. And the complexity of the area's current politics, economy and culture also adds to the difficulty of battling piratic crimes. Not only does the battlement require efforts at both national and governmental level, but it also asks for support and cooperation from all over the world before an effective and cooperative approach can be found.Southeast Asia is close to China, the geological advantages the area possesses constitute an indispensable sea route of import and export transportation to China, particularly the sea route of oil import from Middle East Area. The safety of the sea route, therefore, becomes especially important when it comes to the development of China's economy. We must exert ourselves continuously to understand the piratic crimes in Southeast Asia and to seek actively effective measures of cracking piratic crimes so that we can join in the international anti-pirate efforts.The thesis is composed of three parts and the author's efforts were focused on the second and the third part. The first part offers academic definitions of basic terms concerned and a discussion of foreign and domestic researches into the subject. The second part is the core of the thesis paper. Through an elucidation of the major piratic crimes in Southeast Asia since the 1980s and a narration of the problem's line of development, this part presents an analysis of the reasons behind the prominent piratic crimes.
