From 220 when Caopi founded his capital in Luoyang, to 316 when the Western Jin dynasty was defeated, adding the 40 years after the Northern Wei dynasty moved their capital to Luoyang, Henanyin existed nearly one and a half centuries during the history of the Wei-jin and Northern dynasties, and played an important role. Researching Henany is the main path to understand the administrative management in the area of the capital, the relationships between the centre and locals., As a chancellor of the government, Henanyin influenced the politics to some degree, so researching it will also help to understand the relationship between the emperor and his courtiers, the conflicts between those political powers. This paper divides into four parts totally.(1) On the organization and the domain of Henanyin during the period of the Wei-Jin and Northern dynasties. This part researches the organization and domain of Henanyin in the Wei-Jin and Northern dynasties, we know Henanyin was the highest chief executive of Henan district since Eastern Han dynasty Emperor Guangwu moved the capital to Luoyang. From then on, Cao-Wei, Wei-Jin and Northern dynasties all founded their capital in Luoyang, so there was the Henanyin under the Silixiaowei or Sizhoumu. Besides his deputy, who was appointed by the central government, Henanyin had the right to appoint the other subordinates by himself. The area of Henanyin was changing with the time.(2) On the duties of Henanyin. Henanyin had the two characters of central official and regional magistrate. Henanyin, as the chief executive of a county's capital, had the similar duties of the other regional magistrates: justice, impeachment, recommending person with ability, managing his subordinate etc. In addition, as a chancellor, Henanyin often was appointed to deal with some special duties including solving some big problems in central government, helping to make decisions, and so on, except which they might be sent to copy history works, build temples and do other special things.(3) On the ways in which the officials of Henanyin were promoted during the period of the Wei-Jin and Northern dynasties.
