Jin Chengjun is a very special county in Han dynasty,the special is not only reflected on the importance of Jin Chengjun's location,but also on Jin Chengjun's administrative structure as a new developed area of Han dynasty.In addition,the main controled by Jin Chengjun's Hehuang area is an important blending collision stage between Han nation and Qiang nation in this era.So to speak,to study Jin Chengjun's development in Han dynasty is not only beneficial to the development of the Han political history and historical geography's research but also be benefited with the research of traffic history and nation history's developing.Because of this,this article,which is based on the literature handed down from ancient times,using the double evidence law to investigate and analyse Jin Chengjun's administrative division,the political management system's structure and the ethnic relations.The specific content as follows:The introduction part,to make an academic history review about the research object of this paper involved,put forward in this study's purpose,significance,innovation and limitations.The first part mainly discusses Jin Chengjun administrative area change in han period.Through the use of two elements that time and space,we researched the reason about Jin Chengjun's setting.Moreover,we inspected the specific location and setting time for each county,made the following conclusions.Initially,Jin Chengjun's setting up in western han dynasty,in fact,is a continuation of emperor wudi's "Isolated Qiang Hu" policy.The second,Jin Chengjun administrative zones expanding after emperor Zhao and emperor Xuan,is actually the fact that Han government to expand into Hehuang region after the Hun's problem had a preliminary solution.The third,Jin Chengjun narrowing the scope in follwed ruling period to the early years of the eastern Han dynasty and removing of GuangWuDi period because of the western Han dynasty last years of political turmoil.The forth,Jin Chengjun actually control space constantly changing in eastern Han dynasty because the government of the eastern Han dynasty and western Qiang people constantly fight for the hehuang region.The second part mainly discusses Jin Chengjun management system's construction and evolution.According to the Jin Chengjun's special geographical position and ethnic composition,proposed that Jin Chengjun management system is composited by the local management institutions,the nations management system and the border management system.Emphatically discusses the internal structure about this three kinds of management systems.Thinking that three different aspects of the management system not only internally use the "double track" in order to achieve the separation of powers,but also coordinate and collaborate about external problem so as to form a "trinity"management mode.The third part centered on the Jin Chengjun problem of Qiang nation,mainly discuss the origin of the problem of Han and Qiang nation.Moreover,discuss the distribution relationship about Han and Qiang in Jin Chengjun,expound the development process about these two ethnic relations in the Han period.Think the source of Han Qiang contradiction is from the Han nation's expansion.Pointed out that two ethnic Han and Qiang have a border in Jin Chengjun.And the connotation of the boundary is also very rich Including political,cultural,psychological and other aspects.We try to use map performance the change process about the boundary in different periods of Han dynasty.And then,observed the Han Qiang policies change in various periods.Understand the Jin Chengjun's role in the process of the Han government policy changes.
