Beijing Traditional Arts & Crafts (BTAC) not only has a long history but also particular characters. It is pretty well known of diversity, uniqueness, long history, high technique by the world. Since Beijing has been a capital from ancient China to now, gathering a lot of artists who are very famous in China. BTAC symbolize Chinese highest technique in art. Furthermore, the traditional culture of China is well represented by it.In order to anglicizing the two pieces of basic value of BTAC, the author presents the definition of merchandise firstly, following evaluation of Cultural Heritage Value (CHV) and Economic Value (EV) separately. CHV is the sound base of EV, which determines EV. On the other hand, EV supplies protection and capital to CHV. So, the author gives the conclusion, which is the two pieces of value are dependent by each other.The problem of EV is more important today, however, because BTAC is a hot potato now. Most corporations of BTAC have financial problem. In addition, the operation management of these corporations is in big trouble.So, secondly, the author analyzes BTAC corporations' developing history, which is forming from "Shaofujian" in Ming Dynasty, to "42 Zuo" in Qing Dynasty. After P. R. founded, they developed into artel according to Planning Economy of new government. When China is launching Market Economy, BTAC suffer from reformation, while others corporations benefit from it.The reasons of above problems are well examined by the author through interview and questionnaire to eight BTAC corporations and tourists of Beijing. The results show there are internal and external environment which affect BTAC developing. These days, both government and public pay attention to the situation of BTAC so that creates a healthy external environment for BTAC.However the key point is how BTAC put the reformation theory into practice. In order to critical analyzing it, the author evaluates the internal environment of BTAC using Corporation Operational Management Model.Finally, the conclusion is BTAC should implement Stock Share strategy so that reform internal environment from enterpriser, operational cultural, operational management, branding, human resource and technology innovation.
