The Hebei military prefecture in Tang Dynasty is a long discussed problem in the academic circles. Many scholars try to study this problem from ethnical and cultural perspective. This thesis based on the previous research achievements, adopting the traditional historical research method, focuses on the cultural characteristics of Hebei region in the late of Tang Dynasty. Through the relationship between these characteristics and evolution of the Fanzhen policy, this thesis explains the influence of ethnical culture on the Heshuo Fanzhen policy.This thesis consists of four parts:The Introduction part explains the reason of subject choice, and then presents a review of relative research. From those relative research finds out this originality of this thesis, and illustrate the interrelated problems in the process of demonstration.Chapter One locates on the people's cultural embodiment in hebei province, the distribution of population of the Hu and Han race and the differences of the region where this two races amalgamate to point out the two cultural characteristics of Hebei region: the first is the amalgamation of Hu and Han in Hebei region, the second is that the differences of culture between the different regions in Hebei.Chapter two through the HuHan cultural elements in the relationship between Fanzhen and central government and the political operation inside Fanzhen, explains the first characteristic's influence on fanzhen policy.Chapter Three points out that in the long development of Hebei culture, as a result of the cultural differences between different regions, in last phase of Tang Dynasty , different regions come into being different cultural developing tendencies. This chapter through the relationship between these different developing tendencies and the Fanzhen's political development, explains the second characteristic's influence on Fanzhen policy.
