When the ancestors of Chinese people entered the entrance of civilization, both the sovereigns of slave society and feudal society wanted to keep their sovereignty for ever . So we should recognize clearly that the honesty of politics and the role of officials were related directly to the existence of sovereignty. The important role of official laid a foundation of the civil offcial-blenching system of civil official in the ancient Chinese political system. This civil offcial-blenching system started in Han Dynasty, enriched and developed in Tang and Song Dynasty, and especially came to its summit in Qing Dynasty. The rulers of Qing Dynasty drew up and carried out more perfect civil offcial-blenching system to strengthen the sovereignty.This article will elaborate the system in the following parts: In the first part ,the author will describe the historical reasons of civil official-blenching system in Qing Dynasty from three respects: directed ideas, political system and law transferring . In the second part ,the author will describe the concrete contents of this system : civil offcial-blenching because of place, social relationship, official position . In the third part, the author conclude the features of this system by comprehending of the contents :sweeping and rigorous , equality and privilege, pricipled and pliancy .In the fouth part, the author evaluates the positive roles and the historical limitations objectively . And finally , by describing the historical causes , concrete contents , features and evaluation of this system , the author reaches such a conclusion: The civil servants system of Today' China will gain a good deal of enlightenment from this plentiful heritage of the ancient administration rules if we can select the essence and get rid of the dross.
