Caesar was a famous statesman and strategist at the last stage of the Roman Republic. The turning point of his political career was the Gallia War. In the war, Caesar fully showed his various capability, which was manifested specifically in a series of polices and tactics he formulated. On military affairs, he both had thoughtful and farseeing strategy sight, pragmatic ways of administering troops, and took rapid flexible tactics. On diplomacy, his strategy was dividing and demoralizing the opponent, pinning down one enemy with others, and coordinating military war with diplomatic action. On politics, Caesar propped up puppet regimes in Gallia to govern the subordinates themselves. He also made a combined use of favour and disfavour, and drafted hostages in order to control the subordinates effectively. On economy, Caesar obtained army provisions from local sources to support the war by war, plundered the local treasury ruthlessly, and protected the interests of Roman businessmen in Gallia.The situation of Rome Caesar faced and Gallia's special social conditions was the specific historical background that Caesar formulated these policies. The rich experience Rome accumulated in long-term external wars and the changeable reality of Gallia was the theoretical origin and practical basis of Caesar's policies. In addition, Caesar's individual character also influenced his policies inevitably. These policies took vigorous effect for Caesar's war, while the successful conquest of Gallia laid the foundation for Caesar's autocracy, prepared the ground for Rome's regime change, had an important significance to the development of Roman country and society, and meanwhile, it also had a far-reaching influence for Gallia's developmemt and the relations between Rome and the north nations.
