This article focuses on the returned students and the higher education teachers, bases on the more develop higher education of Shanghai in modern China, takes the situation of the returned students and the Shanghai higher education teachers as a key point, analyses the source of teacher of Shanghai Jiaotong University, John's University and Fudan University particularly, researches interrelated questions about the returned students and the higher education teachers from 1900 to 1937. My study shows that the returned students had profound effect on higher education system, subject and modernization. They became the main body of higher education teachers and solved the lack of teachers in modern China. They fulfilled a very useful function on higher education subject, educational content, educational method and intercommunion of different countries. Many of them became officers of central and regional ministries of education, became leaders of different colleges or departments. They introduced advanced management system from foreign countries, promoted the modernization of higher education management. On the other hand, because the productivity advanced very slowly and there was full of turbulence in modern China, the returned students were restricted on professional choice, scientific research and so on. This was not propitious to exert their capacity.
