Based on discussing ethos, the paper states that nationality of creating cartoon originates from centrally expressing ethos. From the historical point of view, the paper discusses that Chinese traditional ethos is based on the system of traditional philosophy, then the ethos develops movably with immaterial intension of "syncretism"and "initiative", and the ethos has features of modern times.The author thinks that discussing the nationality of creating cartoon is scientific searching method from the aspects of the content and the form. From seeing and hearing, it firstly analyses classic cartoon in former days, then stating construction and digging immaterial intension of production. Finally it clarifies the reason that cartoon lacks nationality, puts forward the conception and the attitude when cartoon is on the way to nationality and gives its standpoints towards creating methods.
