Culture is the traditional factor in international relations, but its importance and influence is different during different periods. Generally speaking, if political or economic or military factor plays an important role, the influence of culture will become slim; whereas the opposite. The end of the cold war just has the influence of political and military means reduced, and has the cultural influence increased. In the western countries, especially the United States of America have strengthened the use of culture to influence international affairs.
