In the thirteenth century, with the rise of the burgher and their participation in political affairs, representative assembly came into being in England and France. At the same time, political situation of the divisive territorial states formed in Germany, but the princes possessed great autonomous authority, by the second half of the fifteenth centuries, the regular meetings of the Estates with the clergy, the knights and the townsmen occurred in every state. And furthermore, the Germany Landtag reached in general the zenith of their power through the sixteenth century, including : the revenue tax, the legislative, the supervision to the princes, the conduction in the fatal affairs. However, this Landtag had many limitations, and it didn't get a further development. First, subjecting to severe limitation of the territorial states, the Germany Landtag was enslaved to the seigniorial land ownership. Secondly, the political fission of the Germany set the formation of the unified domestic market back, all classes lacked corporate interests, and they couldn't put forward a common political demand, therefore, the development of the Germany lacked a necessary economic foundation. By comparison with the England parliament, the thesis tries to give a preliminary study of the Germany Landtag, and to analyze and discuss its type of organization,structure,function,historical limitations. I think that my studies will contribute our knowledge and understandings about Germany history from the Later Middle ages to the Early Modern to that epoch.
