It was a rather critical period in the diplomatic history of the Late Qing Dynasty from 1895 to 1911, during which the Chinese people launched a series of foreign related mass campaigns against foreign powers, such as the Yihetuan Movement, the Anti-Russia Movement and the Movement of Boycotting American Goods, opposing the weak-minded and inept Late Qing Dynasty and the increasingly aggressive foreign powers, and leaving great influence on the diplomatic history of the Late Qing Dynasty. This thesis tries to set forth the diplomatic decision-making model of the Late Qing Dynasty in view of the diplomatic decision-making process adopted by the government dealing with foreign related mass campaigns during the period.The thesis first uses a research method of positivism in the analysis of diplomatic decision-making process of the Late Qing Dynasty government dealing with the Movement of Boycotting American Goods, the development of which could be categorized into three stages of cause, developing, and flourish. It can be perceived that the diplomatic decision-making presented itself with different characteristics as the gravity of the problems confronting the Late Qing diplomacy varies in the development of the boycotting movement. Therefore, three stages for the entire diplomatic process, routine foreign affairs, serious foreign affairs and the affairs jeopardizing the governance, are listed in the thesis in light of the gravity of the problems confronting the Late Qing Dynasty in the period of foreign related mass movement. Subsequently, the thesis, centering on the gravity, generalizes the regular patterns of different stages and sets forth the hypothesis of diplomatic decision-making model. Finally, by testing the hypothesis with the diplomatic decision-making process of the Late Qing Dynasty during the period of other two foreign related mass campaigns, the Anti-Russia Movement and the Yihetuan Movement, the thesis generates the foreign decision-making model of the Late Qing Dynasty dealing with foreing related mass campaigns.
