This thesis mainly analyzes the foreign policy decision-making institution and foreign policy decision-making mode of Indira Gandhi administration in India from 1971 to 1977.Through a comparison of the governmental and non-governmental decision-making institutions during the Indira Gandhi administration, it may be concluded that the then foreign policy decision-making institution and mode are the"three grade"foreign policy decision-making institution and authoritative decision-making mode based on prime minister respectively.As the third prime minister with the second longest tenure of office since India's independence, Indira Gandhi as well as her administration has played an important role in India'history. Due to her unique personality and the Congress's dominance, the"three grade"foreign policy decision-making institution and authoritative decision-making mode based on prime minister in India's foreign policy were established from 1971 to 1977.Such institution and mode bear the deep imprints of Indira. In some way,"India is Indira and Indira is India"is a true picture of Indian foreign policy decision-making institution and mode during the period. The institution and mode were very well manifested and demonstrated in the conclusion of"Indo-Soviet Treaty of Peace, Friendship and Cooperation"and India's response to and dealing with the"Bengal Crisis".
