The bureaucratic elite, who played a very special role during the collapse of Soviet Union, has attracted more and more researchers'attention and become their focus. There always have been different views on the definition of the Soviet Union bureaucratic elite. In the thesis, with Maxism, Lenism theory and more reference, we get a more correct definition in the aspects of members and number, including narrow sense and generalization: the former involved those people who were the leaders in party, government, school, army, police and factories, could use their power to get more profits for themselves; the former and their families constituted the latter.The formation of the Soviet Union bureaucratic elite experienced four stages, containing the beginning in Stalin era, the development in LnKhrushchev era, the mature in Brezhnev and the corruption in Gorbachev era. During the eras, it showed different characteristics, such as, having more power in politics, controlling factories to get more profits in economy, corruption in life and political psychology which also came through the same four stages but had different impression.There were different reasons which gave birth to the Soviet Union bureaucratic elite, for instance, the Russian history and culture, the planed economic and political system, also the personal faults of some leaders. The analysis of Soviet Union bureaucratic elite can illuminate us more, especially in the socialism reform and the built of Chinese communist party, and keeping the groups of special profits from spreading in new era.
