Civil Organizations And Social Governance

Since the 1980s,along with China's development of economy,politics and society, non-governmental organizations and the social governance have received scholar's widespread attention.Lots of relative research has been done.However,the former researches focused on theoretical analysis,seldom of them use concrete examples to demonstrate and analysis the problem of social governance.On the relationship between non-governmental organizations and the government,emphasis was focused on non-governmental organizations' function.The importance of its self-government was neglected.After several times of investigation of Young Men's Christian Association of Hangzhou and Young Women's Christian Association of Hangzhou,this article will try to analysis the changes of relationship between the two organizations and the government according to time,and will try hard to go on further research of the relationship between non-governmental organizations and the government in transformation periods.Through sum up the present scholar's view of non-governmental organization and governance theory,the author classifies social governance into three types according to different participants.They are government governance,self-governance and cooperate governance.This article will try to demonstrate the participation situation of Young Men's Christian Association of Hangzhou and Young Women's Christian Association of Hangzhou in the field of social governance from the latter two aspects.Self-governance is an improving and strengthening process of self-coordination, self-control and independently providing public service when non-governmental organizations encounter difficulties in the period of transformation.Cooperate governance are cooperation and interaction between non-governmental organizations and the government in the field of public service.The author will analysis the present situation of self-governance and cooperate governance of Young Men's Christian Association of Hangzhou and Young Women's Christian Association of Hangzhou from the participant,capital sourcing and provider of social services.On the basis of that,the author will try to further discuss how the non-governmental organizations should choose their way in the process of social governance.
