This paper aims to provide a qualitative study of the transformation of cultural social organizations to social enterprises.The research question is twofold: What are the transformation paths of traditional organizations to different types of social enterprises and the internal governance models adopted by different types of social enterprises? What are the transformation paths of Chinese cultural social organizations to social enterprises and the governance transformation in this transition?This paper takes the social enterprise typology as the core theoretical base,the social enterprise governance theory as the supporting theoretical base to form the analytical framework.This paper analyzes literature and resources on Chinese cultural social organizations(CSO)and discusses the function of CSO and the problems in the development of CSO.This paper believes that the function of CSO is bridging government and market and participating in public cultural system governance,the problems of CSO is lack of independence,insufficient capacity,and failure of responding to public needs.Solving these problems requires CSO to innovate in various aspects including internal governance and operation fields,so as to explore development approaches.This paper analyzes the theoretical feasibility of the transformation from CSO to social enterprises in four aspects: the necessity of the transformation,the feasibility of commercial development in the field of public culture,institutional supply and the risks of the transformation.Combining the theoretical base and the status quo of CSO,this paper analyzes the characteristics of different types of CSO in terms of interest principles and market reliance.Using the development path of social enterprises as the analyzing tool,this paper discusses transformation paths of different cultural social organizations.Moreover,this paper discusses the internal governance transformation of different CSO in transition to social enterprises.This paper believes that cultural social groups can transform into entrepreneurial non-profits or social cooperatives by including multiple stakeholders,resetting the principle of interest,and adopting appropriate business models.Cultural private non-enterprise units can be transformed into entrepreneurial non-profits by coordinating social goal and business model and raising the contribution of market income.Community cultural activity centers can gain independence from the government by initiating profitable projects to obtain market income,strengthening managerial independence,and transform into public-sector social enterprises.Cultural foundations are supporting organizations that provide resources and platforms for other transforming CSO.In addition to the internal construction of cultural social CSO,it is of the same necessity to improve the external ecosystem of social enterprises by improving legislation related with the registration of social enterprises,reforming the cultural governing system,innovating the forms of governmental support for social organizations,developing supportive organizations,and cultivating social entrepreneurship.
