James.G Blaine was a great and famous politican and diplomat in American history,and he was respected as the founder of Pan-Americanism.He was named Secretary of States twice and elected candidate for presidency of Republican Party four times.During his tenure,he reshaped the American policy to Latin America,and drawed the road for the US to the overseas economic expansion during the turn of the centuries.He put forward some advice and policies of challanging the preponderant status of England in Latin America,and precipitated the creation of the Pan-american Union.He initiated some diplomatic precedents in American history which lead to the mightness of the US by the development of his ideology.All of these were embodied in his Pan-americansim thought.The treatise chooses the study of his thought as the object,and makes a profound analysis of it,in hopes of doing some helps to our study of American diplomacy.The treatise consists of five chapters.I will make a brief summary of the article as follows.The first chapter is the preliminary remarks of the article,it discusses the studying meaning and the current study of the subject,and the explains the signification of the term"Pan-americanism".In this section,the article detailedly discriminates two different concepts of"pan-Americanism".The second chapter is about the background of Blaine's ideology of Pan-americanism.His thought is not a instantaneous production,but is in close relation with American tradition and the situation of the 19th century,and the editorial and political experience of his own.All these factors give birth to Blaine's ideology of Pan-americanism.The third chapter discourses upon the main contents of Blaine's ideology of Pan-americanism.Latin America is not only the proving ground of Blaine's thought ,but also the source ground.Either economic expansion or American arbitration,the only target of Blaine's thought is to realize American monopolization of the whole American land.The fourth section dissertates the practice of Blaine's thought,including the twice preparations of the conference and the reaction of the countries.Though the conference wasn't so satisfactorily staged,it established the American predominance in Latin America. The last chapter judges generally of Blaine's ideology of Pan-americanism,including its impact on the following American foreign polices and its function in American diplomacy.Blaine's ideology of Pan-americanism embeded in the American tradition of expansionism.It expected to take the advantageous position in use of its economic strength.
