From modern history, Philippines has been under the oppression and enslavement from outside power for four centuries. After the United States occupied Philippines, its policy was reversals, especially on the question about the independence of the Philippines, and always do not want to give a positive answer. But after Wilson came into the white house, he promised to give Philippines their final independence after a stable government was established .This article will discuss on the policy on the Philippines, and analyze the substance of Wilson's idealism .The first part mainly introduces that the United States needed urgently to enlarge oversea markets after it turned into the monopoly capitalism.Therefore,under the guidance of sea power theory,the United States launched a war against Spain.Philippines was conquered.It became a colony of the United States.At that time,the government of the United States was controlled by Republican Party.Its main policy was "Americanization".It meaned that the United States would make Philippines depend on it in policy,economy and military.The second part is mainly about Wilson's a series of reforms after he came into office.The two most important reforms are the Filipinization on the Philippine government and the adoption of the "Jones Act." " Filipinization " means appointing more Filipinos serving in the government in order to cultivate the ability of Filipino's self-governance in order to achieve the goal of "the Philippines Philippine man." As a new Organic Law, "Jones Act" stipulated the new provisions of the Philippines government, at the same time it clearly defined in the introduction: When the Philippines is able to set up a stable government, the United States wellproclaim its independence at once. These two measures played a very important part in stabilizing the rule of the Philippines. In addition, through a series of economic reforms, the Wilson government made the Philippines subordinate to American economic market, which made it more and more difficult for the Philippines'true and complete independence.Combined with the first two parts, the third part presents that the policy of the United States to Philippines was full of reversals.The specific reason was that Republican Party and Democratic party implemented different policies. Though the United States had to realize the promise to give Philippines independence,today, the United States still controls all aspects of Philippines. The most important thing is that the United States impacts deeply on Philippines.Though Wilson implemented Philipization policy, in fact,he brought American concept to Philippines, which was Americanization. This was the substance of the policy that the Wilson Government implemented to Philippines.
