Only protecting the democratic rights of party members can party members mobilize the enthusiasm, initiative and creativity fully. Communist Party of the Soviet Union under the leadership of Lenin, ensureing the democratic rights of party members has made useful explorations, that has an important contribution to the theory and practical results. However, in the later, Soviet gradual loss of democratic rights of party members, that is an important cause of the collapse of the Soviet Communist Part.
