The Chinese Communist Party's foreign policy on USA was in its beginning stage from 1935 to 1941. The full-scale war of aggression launched by Japan against China provided favorable conditions for the development of the Chinese Communist Party. On one side, the Chinese Communist Party called for an end to the civil war, and carried out the Kuomintang-Communist cooperation for against the Japanese, on the other side, the Chinese Communist Party strengthen the international publicity, actively accepted interviews from the United States and other Western reporters for publicizing the Chinese Communist Party to all over the world, and aslo expressed the willingness that establish an international anti-Japanese united front which was composed of main members of the United States. The proposal which was raised by Chinese Communist Party in the early days of Anti-Japanese War that to strengthen its relations with united states as well as establish an international anti-Japanese united front which is composed of main members of the United States for achieved the purposes in their own relatively weak circumstances that to used the conflict between the United States and Japan in the Pacific, and the relations between the United States and Nanking Kuomintang Government. The purposes of proposal were supported the War of Resistance for the United States, resisted the anti-Communist activities, checked domestic surrender emotions, promoted the victory of anti-Japanese war, and then ended the Kuomintang one-party rule, established the new democracy in China, and get the ruling status for the Chinese Communist Party.At the same time, the Chinese Communist Party has been constantly on the alert against the America-Japan negotiation, the conduct of United States that against the Chinese Communist Party and surrendered to Japan. Such as in mid-1939, the Chinese Communist Party has heighten its criticisms for the U.S. Policy of Appeasement for taken the measures to easing relations with Japan, and actively advocated convening of the "Pacific Conference" with Britain and other Western countries. The US-Japan negotiations that happened in early 1941 also heighten the vigilance of the Chinese Communist Party. The Chinese Communist Party believed that the US-Japan negotiations was a new plot of Eastern Munich which was brewing by the U.S., Japan and The kuomintang that attempted to exchange the interests of Pacific peoples, particularly the interests of the Soviet Union for temporary compromised with Japan. Therefore, the Chinese Communist Party has reaffirmed the importance of independence and self-reliance in the war, and believed that lay the hope of the anti-Japanese war on the conflict between the United States and Japan in the Pacific was unrealistic.The effect of the Soviet Union on the attitude of the Chinese Communist Party for the United States can not be ignored. If anything, the Soviet Union's foreign policy determined directly the Chinese Communist Party's foreign policy on U.S.. The Chinese Communist Party has been closely linked with the Soviet Union, and has been followed in the Soviet Union during The War of Resistance Against Japan. As a country which acrossed the Eurasian continent, the Soviet Union always wanted to establish a collective security system with Britain, America and other Western countries. So in the early stages of the war, German, Italian and Japanese fascists were considered as the imperialist countries by the Soviet Union, and Soviet Union also call for establishment of a broad anti-fascist people's front. Not only that, the Soviet Union also developed the the principle Foreign Policy toward China that supported China's Anti-Japanese War, and make use of China for protected the Far East of Soviet Union from Japan. The Soviet Union's Foreign Policy promoted the Chinese Communist Party to strengethen the relations with the United Stated. As the failure of the collective security system, the Soviet Union signed a "Soviet-German non-aggression treaty" in August 23,1939, and the World War II was considered to be an "unjust, predatory and imperialist war " by the Soviet Union after the signing of the treaty. At a later time, the Chinese Communist Party abandoned the policy that established an international anti-Japanese united front temporarily. In June 11,1941, Germany launched an attacks on the Soviet Union. When the war between the Soviet Union and Germany broke out, the Soviet Union revised its opinions of the World WarⅡ, and considered the German, Italian and Japanese fascists as the chief enemies at the present time, and also reintroduced the idea of establishing an international anti-Fascism united front which was laid on the table for many years. The Chinese Communist Party also re-established the propaganda tone, and considered the World War II as the war between the imperialist and anti-fascist which was changed from the war between two imperialist countries. The Chinese Communist Party aslo re-presented the opinion of cooperate with United Stated, Britain aslo and built an international anti- Fascism united front.
