Heilongjiang area rests in northeast frontier region of China. There have high mountains, deep forests and severe cold climate which consist of the harsh natural environment. As a consequence, though the status of this area was paid important attentions by every dynasty, the social development was relatively slow. At the early stage of Qing Dynasty, the Manchu ethnic regime integrated the Heilongjiang area gradually and attached more importance to safeguard the frontier against the encroach on Heilongjiang valleys territories by Russians. As a result, the rulers of Qing Dynasty set up Ninggun General Office and Heilongjiang General Office as the highest regime organizations of Heilongjiang area to carry out the military plus political managing functions. The positions under those offices, such as Vice-general and Headmen are also be set up at the important military places of Heilongjiang to help with the General Office to rule the area. The early establishments of local authorities in Heilongjiang have positive effects to resist Russian aggression, safeguard the border of China as well as accelerate the development of the area, what is more, they also have significant impact on the informing of strategic structure in Heilongjiang area.
