Task-based test developes from communicative language test. It represents the direction of modern language test. It focuses on the task and simulates the real-life language use situation. Task-based test measures testers' English ability through performances on the tasks. With the help of task-based test theory, it is porposed the test of business English reading be designed as an achievement test which measures testers' performances on business English reading tasks. Through a comparative analysis of business English reading syllabi of some universities, needs analysis were conducted on business English reading tasks among the students majoring in business English at HeiLongjiang University, Harbin Finance College and HeiLongjiang Oriental College. The results of these needs analyses give us the basis and reference for designing business English reading tests. On the basis of the reading scale of Common European Framework, business English reading tasks are constructed which describe the reading subjects, reading genres, reading strategies, language knowledge and business background knowledge. Based on these tasks, reading materials and testing methods can be chosen and analysed for the design of business English reading tests.
