Although the tunes of the its meaning has changed along, the main mean has not changed in Northern Dynasty. this paper is basing on the time before and after the creation of Fubing .the Western Wei and Northern Zhou who wanted to enhance their military strength, used a variety of measures to changed the private soldiers from under the Haoyou control into the under State control. The main purpose of the study is to clarify the role of the nationalization of private soldiers at the early time Fubing created, and make an accurate positioning. Whether the nationalization of private soldiers was completed? if completed?
