| It is an essential element of management functions and bounden duty of government departments to provide the people with a sufficient number of high-quality and efficient quasi-public goods and public services. As China's economic and social development speed, the demand of the public alignment of public goods and public services is increasing. However, China's quasi-public goods and public services are still in short supply and inadequate supply of the state, which requires all levels of government departments continue to intensify our efforts to further promote and deepen the market-oriented reform of public services, and continuously to meet the basic needs of the growing masses of the people while providing the quasi-public goods and the supply of public services.This is the inevitable requirements which the socialist market economy develop, it is also objective requirements which change the functions of governments and achieve its own of modern management. Practice shows that market-oriented public services is of great theoretical significance and practical effect for government departments at all levels to achieve the functions of change in the governance change, effectively improve the quality of public services.This paper argues that market-oriented public service refers to government departments at all levels to mobilize resources, through the rule of law, democratic, transparent and open process of public administration to set priorities of social and public needs; At the same time, providing the production of quasi-public goods and public services through the public a legitimate way to organize them and use of the private sector organizational advantages and operational benefits.At present, China government's public service market has six main issues:First, the government has weak awareness and lack of knowledge. Some government departments and their staff have strong "self-service" the tendency, have strong department interests and individual consciousness, but they have weak sense of public awareness and services, a number of concepts and management measures run counter to the spirit and requirements of public services. Second, the supply is single and lack of competition.The government departments at all levels monopolize the supply of China's quasi-public goods and public services.Third, the public services and content are not enough. It is absent to protect the lives and property for the public, provide the public service facilities, improve environment, design market entities and arrange institution. Fourth, the benefit of the supply of public services is imbalances. The supply of public services is high costs, including high organization costs, high operating costs and high decision-making costs. Fifth, the distribution of public service products is not balance. The main reason is that it can not meet the basic needs of public service products for vulnerable groups. Sixth, the problem of corruption is serious because of lack of public responsibility. The reason that corruption problem is the responsibility and the power separate.So, we need to promote the reforms of government's public service market-oriented:First, there is a reasonable position for the role of government, clear governmental responsibilities. The government departments do not direct manage the competitive products and the supply of public services, it is accomplished by the market and society to, and we will established mechanisms for diversification of the supply of public services. Second, cultivate diverse supply of the main body, smooth supply channels. To fully exploit the potential of non-governmental organizations to enable them to community to provide more public services, continue to strengthen at all levels of government departments to non-governmental organizations, guidance and supervision, prevent and avoid the phenomenon of failure of intermediary organizations. Third, the introduction of market competition mechanism, reduce service costs. It is the introduction of market incentives, competition and private sector management methods and tools. Fourth, based on public demand, improve service quality. Expansion of citizen participation in government decision-making in the proportion, while the Government's public services should be based on social evaluation, and constantly increasing the public's influence. Fifth, increase the Government's fiscal investment, encourage private investment. We should create public service-oriented financial system. Meanwhile, we should introduce an effective incentive policies to promote private capital to the development of services in accordance with the direction of the government's public investment, including tax incentives, land use fee waivers, financial discount to expand policies.Sixth, establishment of performance management system, focusing on social benefits. We should form the performance management system of authority and responsibility allocation and utilization of resources matched with the objectives and external evaluation. |
