Under the circumstance of the transformation of public institution becoming a major trend, XMJ testing institute, a public beneficial institute and a legal metrological service, carry out its major business as national compulsory verification project and national non-compulsory verification project. The national non-compulsory verification project has already involved in the market competition. Precisely speaking, XMJ testing institution has become a semi-public beneficial institution with balance allocation. Due to lack of related policy, the metering calibration and market of non-compulsory verification is much patent. In recent years, many other verification institutions, especially some civilian-run institutes intensify the competition with XMJ testing institute. Facing this competition, XMJ, the traditional legal metrological service, now encounters a lot of new problem.Firstly, the thesis explains the general state of XMJ and the background and significance of its research. Furthermore, it analyzes the outside environment, especially research in the competition environment on the developing history, managing condition and strategy of those competitors. Thirdly, it uses industry value chain and internal value chain of the internal environment to illustrate the existing problems, highlight the shortcomings of human resources. Lastly, by analyzing the strategy target, it aims to establish a proper scheme. As to the business of compulsory verification, it proposes of focusing on low-cost, aim to serve for the public; as to the non-compulsory business, it proposed to focus on the differentiation strategy, that is, by establishing new companies, differentiate the business, services and resources, aim for market competition.Of all these proposals, there is an historical problem,that is the rearrangement of human resources during the transformation of public institution. This is the key point of carrying out the strategy. Therefore, the thesis analyzes the present human resource condition of XMJ, proposing a rational allocation of permanent and impermanent stuff. The key point here is to analyze the possibility and effect on the strategy of letting impermanent stuff involve into marketing competition. After setting up the plan, the thesis will carry out the strategy by combining the result of research. Due to the special location and special economic zone condition, Xiamen has a higher developing and opening-up rate. The verification calibration and testing market are new researching issues, lacking of professional documentary and research result. Therefore, this thesis may have some pertinence and enlightenment on the development of verification market.
