With since 2008 several important and positive events, cross-straits relations to enter a new historical period in all across the strait, strengthen exchanges and cooperation in the area of Taiwan, has become the urgent demand of the masses. And is the increase of cross-strait commercial exchanges, all kinds of disputes, a series of cross-strait crises each other judicial assistance problem emerges. But because the cross-strait history, political reasons, the legal system and the system design, the reason of the cross-strait interregional judicial assistance work remains "one-way, indirect, folk" level, the situation is far cannot adapt to the realistic need, even on both sides of the normal communication cross-strait cause a blockage, thus seriously has affected the lawful civil rights and interests of people on both sides of Taiwan to protect, normal" cross-strait economic exchanges and trade and long term development and unification.
