Research Network Of Terrorist Offenses And Preventive Measures

Characteristics and development tendency of networking are the inevitable outcome of the development of terrorism in globalizing world. As a new global issue, cyber-terrorist crime is affecting politics, economy and other aspects of countries in nontraditional security field more and more. Being the number one of network user and as one of the main victims and objects of hacker attack in the world, China's network and information safety situation are not optimistic. Therefore, how to deal with the threaten of cyber-terrorism is upgrading to a new subject that a country, especially state security organs, should deal with.Started with scientific content of cyber-terrorist crime, and based on communications with people from legal affairs and technical surveillance departments of public security organ, safety organ and other political-legal organs, this article deeply analyzes the origin of cyber-terrorist crime, and researches and concludes the manifestations and main characteristics of cyber-terrorist crime by choosing some open cases of cyber-terrorist crime and combining self working experiences. Under the guidance of consulting a great deal of theories and relevant tendencies, by learning successful experiences of international organizations and advanced countries, this article analyzes and discusses the innovative ideas and effective countermeasures of constructing precautionary measures against cyber-terrorist crime, and thus urges all parties to adopt comprehensive control measures with multi-methods and multi-fields such as building perfect legal system, strengthening and improving international cooperation, specializing and strengthening technical forces, accelerating technical control, and so on.Focused on the level of law and from multi-dimensions of Procedural Law and Substantive Law, this article thoroughly integrates and utilizes existing effective resources, aims at exerting the power of laws and regulations in network anti-terrorism, and thus to reflects the characteristics of the system while pays attention to partial operating links, and highlights the perspectiveness to its limit. Finally, this article clears that the harm of cyber-terrorism will surely be reduced to a minimum as long as we keep serious awareness, implement strict control, and impose effective prevention.
