The township government of the local government series, is the lowest levels of government organization system, but also implement the Party's principles and policies and state laws and regulations of the important end result. As China's socialist market economic system to further improve the township administrative system and operational mechanism are facing new challenges, have to adapt to new situation and tasks of the deep-rooted institutional contradictions emerge, township administrative efficiency has not been fully played well from the construction of public service government there is still a small gap. Therefore, further deepening the township administrative reform must change the core administrative functions of township to township personnel system reform as a fundamental cause of stations in rural innovation systems and mechanisms for the management of breakthrough, constantly adapt to changes in the environment of township administration and the majority of the urgent needs of rural farmers, and ultimately to farmers demand-oriented public service government development goals.This article first administrative reform of China's rural background and explained the current situation to the theory of the township administrative reform and the reform of state status have a more clear description and outline.
