Analysis Of The China Policy Of The Sarkozy Government

France was the first Western powers to establish diplomatic relations with the new China. Since President Charles de Gaulle has broken from the heavy barrier and has established diplomatic relations with the new China, the Sino-French relations may have undergone twists and occasional ups and downs, but generally maintained a constant progress and development trends. The positive interaction between China and France both sides did not only maintain their own national interests during the Cold War, but also played a pivotal role in the international situation after the Cold War. Because of these, the relation between China and France has been the focus of China's foreign strategy.Since Sarkozy succeeded the sixth president of the France Fifth Republic in May 2007, the Sino-French relations has twists and turns. From continuing the initial honeymoon period at the beginning, then the Sino-French relations fell to bottom in 2008, now the relation backs on track .Like a roller coaster,the Sino-French relations attracted the world's attention, which is the reason why i chose the Sarkozy's China policy as my research objective .In my paper, based on the summarizing of Sarkozy's China policy ,my goal to selected the objective is analyzing the reason he adjust the policy and the nature of the new policy toward China ,then provide the basis of predicting the future of the Sino-French relations. Overall, my view is that Sarkozy administration's China policy is a constant process of adjustment. We have enough reason to believe that when Sarkozy Government recognize the irrationality of these policies and the Chinese government's hard-line stance on these issues ,he will return to the path of friendship with China, the Sino-French relations will be back on track and come to the rapid development of the fast lane.The first part is based on historical fact of the Sino-French relations, focuses on comparing the changes before and after Sarkozy became the president .Compared with his predecessor, Jacques Chirac, the Sino-French relations has dramatic differences which widely distributed in political, economic, cultural and other fields. Before Sarkozy, China and French has strong political trust, many international consensus and active economic and cultural exchanges, which is known as the honeymoon period of Sino-French relations. But after Sarkozy took office, the relationship is twists and turns. At the early Sarkozy administration, he take a succession of traditional policy of friendship toward China, Sino-French relations have also been extended honeymoon period. But from March 2008 to the first half of 2009, since Sarkozy met the Dalai Lama, the Olympic torch relay disruption in Paris, and whether to attend the opening ceremony of the Olympic Games and other perverse, the Sino-French relations fall to the low. When the French government recognize the seriousness, it began to repair relations with China, from April 2009,the French government began to release the signal of friendship to China, especially after the meeting of two countries'leaders in London, the Sino-French relations back on track.The second part discusses the content and features of Sarkozy's China policy, and hope to has a systematic and deep acknowledgement. In content, Sarkozy government's China policy is both on the historical inheritance and also the new adjustments according to the international and domestic environment. Successive France governments take the friendly policy to China, Sarkozy's government is no exception. Attach importance to Sino-French political relations in political field, Prominent the economic cooperation, win-win highlights, pay attention to China in international affairs. At the same time, according to the changes in the environment at home and abroad, Sarkozy adopted a series of new policy which is different from the previous government toward China. China's importance in the France's foreign strategy position is down ,pay more emphasis on human rights and values of foreign affairs, take trade protectionism in economy, exert pressure on the fields of economy, international affairs, human rights and so on.The third part,I pay more attention to analysis the motivation why Sarkozy adjust the China policy deeply. Policy response to the reality, Sarkozy's China policy is also like this, the new changes in international and domestic situation will affect the Sarkozy government's China policy. The plight of the grim reality in France, the EU adjusted its China policy, U.S. foreign policy changes, the impact to France of China's rise are the direct cause of adjusting his China policy. In addition, we should also see a deeper level, such as national interest, national and cultural factors on Sarkozy's China policy of the government.The fourth part, combined with the actual situation of Sino-French relations, assessment the impact of Sarkozy's China policy and figure out the China government's countermeasures.Firstly , we must have a assessment on relations between China and France since Sarkozy became president, on this basis, the struggle to carry out rational and restrained, so as to achieve mutual trust, the purpose of safeguarding national interests.
