The Perspective Of Sino-French Relations

At present, the Sino-France relations are one of most important bilateral in Chinese foreign relations. In 21 century, France is endeavoring to act global role and displaying global affection through carrying out the positive multilateral principle. China is the developing nation which is rising, which is playing the important political role in Asia and even the world day by day. They do not have the geopolitics conflict, and the congenital condition which they don't have between Sino-US and China-Japan. Namely, they have not received the puzzle from political and sentimental factor or little have. But they have great difference in cultural tradition, political system, economic interest, ideology and so on. It is the root of confliction of opinion and interest. China must establish effective strategy and formulate the reality guiding policy to France that causes our country to be in initiative position for guaranteed the relation of them to develop healthily and smoothly. It has reality sense to instruct our diplomacy and build peace developing international environment, through facing up the extant question and analyzes its origin and formulating effectively strategy. This paper starts from both aspects of historical evolutions and international relations theories, combining historical studies and present analysis, carrying on the experimental discussion with the academic value and reality sense from the multi-disciplinary, multi-angle views of world history, international relation, and international politics and so on. Through system discussion to the development course of Sino-French relations after president Sarkozy took office, the main question that exists between China and France and the strategy to deal with in the turn of century, order to make up the insufficiency of the question research. Try my pygmy effort for providing refers valuably for our policy and development of peace, stable and healthy for the relation of China and France.This thesis divided five parts. The first part briefly reviewed the development history of Sino-French relations, which link was the interests. As the Opium War and the founding of New China for the time nodes, the Sino-French relations from 13th century to President Sarkozy were introduced, that was, the ancient Sino-French relations of long history, the modern Sino-French relations in the humiliation and the contemporary Sino-French relations of ups and downs. The second part perspective the Sino-French relations after the President Sarkozy took office from the Carrefour incident. First of all, the development history of Sino-French relations since Sarkozy took office in the May 2007 was summarized briefly. In the next place, the main features of Sino-French relations after Sarkozy took office were summed up through strengthening lead's dialogue, building a harmonious world, promoting high-level visits, enhancing political mutual trust, deepening economic and trade cooperation, reflecting the pragmatic style, expanding areas of cooperation, pushing forward all-round strategic partnership. At last, the Chinese complex of President Sarkozy, and the similarities and complementariness of political values (geo-political, international status and influence, the independent self-reliance foreign policy, multilateralism, the role of the United Nations), the economic and trade relations, national historical and cultural traditions, in order to discuss the developing foundation and driving force of Sino-French relations in Sarkozy term. The third part prospected the future development of Sino-French relations from the differences and co-operation. Although China and France had differences in Tibet, human rights, Taiwan issues, and frictions in trade issues, such as anti-dumping, intellectual property rights, RMB exchange rate, the development of small and medium enterprises, China and France can still continue to develop "comprehensive strategic partnership" in a broader cooperation field, such as economic, military, cultural, and so on.The relations between China and France are established above long-term and the widespread common interest foundation. The enormous change has taken place in the present international situation. The multipolar trend of political pattern of the world is obvious day by day; big country relations go through great and deep adjustment. Economic globalization and integration of regional economics of the world make the interdependence among countries strengthen day by day; The emergence of China economy becomes the focus of countries all over the world, arouse great concern from France. China catches the historical opportunity, is devoted to the great cause of reform and opening up to the outside world and modernization construction, have made the achievement of world interested: Economy is developed fast continuously, the comprehensive national strength is improved greatly, international status and influences are strengthened constantly. Enormous change of international situation offers objective basis and era background for France to adjust foreign policy, especially its policy on China. Although the adjustment of French policy towards China will be influenced and restricted by some inside and outside factors, though there are still many disadvantage factors in the relations between China and France, France and China are both being in the process of huge development and change, there will be many potential opportunities to strengthen cooperation between them in future, along with the thorough development of the whole world economic integration and the world politics multipolarization, there will be more common strategic benefits and the goals between China and the France. May foresee, in the new century that just will starts, China and France will more and more embark from own benefits, will formulate and adjust its diplomatic policy with much reason, to impel the relations between China and France have a long-term, stable and healthily development.
