Analysis Of Multilateral Foreign Policy Of The Obama Administration

The United States is the only superpower in the world, which diplomatic policy has a significant impact on the international community. As the first black president in U.S. history, Obama advocates diplomacy "change" and multilateral diplomacy which are worthy to be attented by every country all over the world . In a sense, the new U.S. government's diplomatic policy transformation is the vane of the development of Sino-US relations and the international pattern's evolution.What profitable impacts or adverse impacts will Obama government 's multilateral diplomatic policy have on the multi-polar international structure and the development of Sino-US relations ,which is worthy of being studied Studying .Obama government 's multilateral diplomatic policy will not only help to understand the foreign strategy of U.S.and promote the smooth development of Sino-US relations, but also provide an important reference to China's multilateral diplomacy.Scholars at home and abroad have started studying the Obama government's diplomatic policy, but they have not achieved many research results at present and the research results are inadequate in the aspects of the object of study, research methods, data selection, etc.Viewing of the above description, this graduation thesis will assess the multilateral diplomatic policy of Obama government . The following thesis is divided into five parts:The first part of this thesis illustrated the changes of U.S. diplomatic policy after Obama becoming the president. After comparing the Obama government's diplomatic policy with the George w.Bush government's diplomatic policy, this part respectively explained the diplomacy "change" of the new U.S. government's from the perspective of diplomatic concept, diplomatic manners,and diplomatic issues .The second part of this thesis analysised the background in which Obama government implemented the multilateral diplomatic policy. With the help of AHP ,this part interpreted the reasons why Obama government abandoned the unilateralism of George w.Bush government and implemented the multilateral diplomacy respectively from the international system level , the national level and the personal level .Among them, the international system-level background includes the multipolar international structure , the international exchange process which gradually owns the features of network and the increasingly prominent global issues; the national level includes the experiences of multilateral diplomatic policy of all the previous U.S. governments, the real plight of the United States and the Democratic Party's political thought; the individual level includes Obama's growth experience , cultural background, character trait and so on.The third part of this thesis interpreted the implementing measures and characteristics of the multilateral diplomatic policy of Obama government. The implementing measures of Obama government's multilateral diplomatic policy are diverse.The diverse diplomatic channels and the co-led diplomatic gestures are the leading factors. Whether Obama government is to carry out diplomatic "change", to formulate multilateral diplomatic policy, or to take multilateral diplomatic manner,its multilateral diplomatic policy has the following distinctive features: change is contact with inheritance, purpose is consistent with goal , pragmatic trait and flexibility are of unity, ambiguity is coordinated with the trait of two sides,all these features could interpret the multilateral diplomatic policy of the new U.S. government.The fourth part of this thesis illustrated the influences coming from the multilateral diplomatic policy of the Obama government on Sino-US relations. This section firstly described the status of Sino-US relations. Since Obama has become the president of the U.S., the overall situation of Sino-US relations is stable and positive , at the same time ,there are some structural contradictions and differences between China and theU.S. which are difficult to resolve . Based on this, we put forward some proposals on how to deepen Sino-US relations and promote common development in view of the multilateral diplomacy of Obama government.It is not only for China to actively integrate into the multilateral mechanisms ,broaden multilateral diplomacy, but also alert to the "barriers" coming from U.S. 's system hegemony under the multilateral mechanisms;China should not only deepen cooperation and promote common development with U.S.in multilateral mechanisms, but also should rationally ,favorably and knobbly get rid of the "soft balancing" of U.S. 's hegemony.The conclusion of this thesis generalized all parts of the full text,commented on the multilateral diplomatic policy of Obama government and pre-assessed its prospect. The multilateral diplomatic policy of Obama government is only a small amendment to George w.Bush government 's unilateralism rather than a reform and only an adjustment rather than a change of strategy. No matter how the international situation changes, Obama government will continue to pursue the established foreign strategy of U.S..No matter how Obama government refurbish its diplomatic concept ,change its diplomatic manners,adjust its diplomatic postures, stabilizing strategy and adjusting policy are still the dominant logic blueprints of U.S. 's diplomatic policy for the new government.
