From the trend of multiplicity of the deliverers, it can be inferred that those private ones, which are appearing in forms of Non-public and Non-profits organizations had become great supplements to those public ones, offering aids in all ways. With the development of all sorts of the private foundations, they perform perfectly in their fields, playing vital roles in helping the poor, curing the ill, protecting from the disasters, which is a complement to the foundations set by the government.The regulations of the foundations issued in 2004 pointed it out that as a newly born charitable organization, the non public foundation in China had developed so rapidly and the foundation and the public utility in China had been into a brand new era. However, the non profits organization had been fronted with many problems, including the problems lie in the progressing period and the difficulties caused by the real condition. Thus, analyzing the solution to those problems would be of great meaning to the growth and also the perfection of the non public foundation. Further, the perfection of the non public foundation adds to the multiplicity of deliverers and helps promoting the act of charity. Accordingly, I'd love to use five parts to illustrate how the non public foundations operate and take progress in the act of charity.The first part is the introduction. Here I would introduce the basic meaning and contents of the non public foundation. Firstly, the definition of this sort of foundation together with the background information of its operation in the act of charity is given. Then, I will analyze the theoretic information and the practical meaning of it. Thirdly, I will combine all that I have read in other books to give the theoretic base for the following parts.In the second part, a detailed analysis will be put on the relationship between the act of the charity and the non profits organization of the non public foundation. First, you can see the history and the present condition of the act of charity and also the present condition of the non public foundation. Then, some real case of non public foundation operating in the act of charity will be used to analyze the merits and demerits of it followed by the SWOT analysis in the problems appeared in the actual works. At last, the practical way through which the non public foundation is able to take part in the act of charity can be inferred from the analysis.In the third part, great emphasis is laid on the practice of the non public foundation. From the view of the surroundings of practice, I analyze the tax policy under which the non public foundation is running and the relationship between those foundations and other non profits organizations. Then I move to the practical system of it:how the funds are used in practical, how the monitor system and feedback system works, which leads to the forth part. The non public foundations in China are faced with so many problems in their growth such as the inner management, the way to outlet the information and the methods used to attract the talented. Aiming at solving those problems, I will give my own opinion on certain issues.Start from the trend of multiplicity in the non public foundation field, the forth part is to tell the problems in front of its present development and the way of inner management and the outlet of the information will be analyzed. Those solutions will play vital roles in the growth of the non public foundations.In the fifth part, I will give suggestions on the development of the non public foundations. They should establish proper concept in inner management, issuing policies on the way of information outlet, improving the surroundings of paying the tax and cultivating the talented. Also, they are expected to perfect their own growing system so that they could gain more influence in the act of charity.
