The Study On Immigrants' Social Assistance System Design Of Danjiangkou Reservoir -the Source Of The South-to-north Water Diversion Central Line Project

South-to-North Water Diversion Central Line Project is one of China's major strategic infrastructures in the"Tenth Five-Year"Plan period, is also the largest project except for the Three Gorges. a large number of immigrants caused from the Danjiangkou Reservoir Dam heightening have become an important part of the project, and even it can be said that immigrants are the key to the success of the project, so to safeguard for vital interests of the migrants, to achieve harmony immigration, harmony removal, to ensure the smooth construction of the project is a matter to ensure the ultimate success of South-to-North Water Diversion project.A number of scholars and experts at home and abroad have taken lots of extensive research on the reservoir immigrants, and yielded fruitful results on the study of immigrants'resettlement,immigrants'management and ecological immigrants, but ignored the issue of social assistance for immigrants. Usually the majority of immigrants come from rural areas, the revel of their productivity and living is very backward before removal, coupled with a variety of economic losses,physical pain and psychological pressure caused by the removal, their living environment will encounter a great of difficulties, so it is very necessary to implement social assistance for them.This article will make a new looking on the issue of immigrants assistance from the following perspectives. Firstly, as a shor-time specific vulnerable group immigrants need the overall social assistance from government, including living relief,medical aid,pension relief,judicial aid,but also to notice the loss not only directly, but indirectly, not only physically, but spiritually, so the one-time cash payment and substance relief assistance are not enough, but also to make efforts to rebuild their lives order and social network to ensure their life with fast recovery capacity. Therefore, the immigrants social assistance system also need to include the design of the content of psychological assistance to help them rebuild confidence in life,get rid of depression,anxiety and other psychological shadow, implementation of effective psychological counseling and rehabilitation has a better sense than substance relief and policy help sometimes.Secondly, there are rarely"immigrants involved management"mentioned in the former Chinese immigration regulations,it indicate that the immigrants are still administrated,and their future will be determined by the government and immigration agencies.It is not only difficult to ensure an objective,rigorous and scientific aid system,but difficult to protect immigrants'rights and interests.It's so vital to strengthen the participation of immigrants in the process of relief object identification,program implementation,evaluation of relief etc.Finally, innovative evaluation methods are required after the social assistance implementation.It discuss the use of DEA in the C 2 R model in performance scientific evaluation in every resettlement areas,to test the policy implementation if there are mistakes and deviations,thereby discovering the problem, summarize experience and improve resettlement level of decision-making and implementation.In this paper,based on former research results, learnt the initial experience from the Three Gorges,Xiaolangdi and Danjiangkou reservoir,combined with the characteristics of Danjingkou reservoir resettlement, especially take the Nanyang Xichuan county's immigrants as an example,combined general research and particular analysis.It takes a deed systematic research on the issues related to the social assistance of immigrants, focused on how to design a social assistance system and how to evaluate the policy after implementation, in order to provide some reference to the work of Danjiangkou's immigrants.
