With the development of economy and increase in social demand,modern philanthropy in China has entered an era of rapid development.And the process of philanthropy development will surely promote reform and update system in philanthropy industry.Until the promulgation of the Regulations on Funds in the 38 th executive meeting of the State Council on February 4th,2004,Funds in China were officially divided into public foundation and private foundation.During the rescue period after WenChuan earthquake in 2008,the growing number of non-public funds was amazing,and deeds that private entrepreneurs took the lead in donating supplies to help the victims appeared frequently.At the same time problems existing in the development of non-public foundation have been found,such as the disarray of internal management,the low level of specialization and professionalization,the fuzzy positioning of operating mode,the low degree of openness and transparency,and the restrictions set by policies and laws,etc.The paper included the main performance of philanthropic behaviors have been summarized and classified.From the perspective of ethics analysis the main performance of philanthropic behaviors have been summarized and classified.With the help of some relevant knowledge of sociology,economics and law,this paper will propose corresponding measures and solutions to the problems occurred during the development of non-public funds in China.The author puts forward the countermeasures to the development of philanthropy from the aspects of private foundations itself,society and government.At last,the deficiencies in this paper have been summarized with the hope to provide methods and strategies to the development of private foundations.
