Now that China is in her greatest social transition, which cause lots of social problems for the power of government being withdrew. In some social fields, dual failure of the government and the market make these problems much worse. Meanwhile, as a member of international family, China is endure the shock of politics, economy and culture, which are brought about by globalization. These series problems is testing Chinese incomplete legal system, and putting the proceeding of Chinese legalization into a dilemma.Since the 1970s, a global"Associational revolution"has happened. With the characteristics of non-government, non-profit, voluntary and independence, Various non-government organizations are springing in both developed countries and developing countries. For China, the influence of NGOs is far-reaching. First of all, the NGO can create a platform of communication for people from each social stratum. Secondly, the citizen consciousness and the rule-of-law conception of the society are enlightening. Last but not least, the function of NGO can supplement the governments insufficient.Therefore, this paper would love to research the growth and development of NGO in China, and discuss its significance for the solution of China-legalization dilemma.
