The Analysis On Restrictive Factors And Conditions Of Development Of Chinese No-Governmental Organization In A Social Transition

Since reform and open policies were carried out in 1978, China has entered a new period of development which traits are that economy system reform and political system reform have deepened, economy development has consistently grown at top speed, while the society has begun to large -scale changes, After going through the twenty-seven years' development, it is certain that the social organizational structure has changed deeply. All kinds of mass organizations which are marked by the distinctive features of No-governmental organization in the article have grown at unprecedented speed and scale. With the development of quantities and kinds, their independence have obviously strengthened, legal status have been acknowledged increasingly and have shouldered more and more functions and duties. However, because China has been in a social transition, some factors have obstacled the development of No-governmental organizations, which lead to development route and direction of No-governmental organizations are unclear. These factors include the restraint of system, the restrain of social resource and development limit of No-governmental organizations. In order to overcome these problems and promote healthy development of NGO, the government and the society should guide and supervise NGO, make organizational institution and operation model meet the need of social development, heighten confidence and creativity; At the same time, the government and the society should carry out perfect legal system, which creat a healthy active and stable system environment. In addition, NGO should make actively effort, exploit its positive effect to the full, achieve more beneficial condition for its survive and development.
