Public Security Organs Handle Mass Incidents Strategy Study

With the development and construction of Chongming"ecological island","marine equipment island"and"leisure island", many historically lest issues and social contradictions accumulate and ferment. In addition, implicit factors of break-out of group events become outstanding in recent years, and present characteristics of"darkness to distinctness"and"implicitness to overtness". Group events have become a dominate factor with wide public concern, which influence current society and politics, security and stability. On one hand, group events gathering strength may cause local chaos of production and living order, even seriously cause transportation and communication interrupt which will bring direct and indirect social economic losses. On the other hand, group events can cause adverse impact on public opinions. Since the conflicts immediately increase in short term, a tensional social unrest environment comes into being. If the minority who have designs against make confusions and rumors, it is likely to cause a chain reaction leading to a bigger chaos.This article focuses on police organs and group events, closely relates to practice and bases on complainant materials collected from some areas in Shanghai Chongming County. Combined with current analysis of group events in sociology, public management, social conflicts theory and etc., this article deeply studies on some basic characteristics, causes and status quo of group events, and tries to put forward the countermeasures of police organs in dealing with group events, which has an important theoretical and practical significance.As group events have the concerns of many experts and scholars in subject, size, object and influence area, there have been many research achievements. The representative figures and achievements will be introduced in the first chapter.The second chapter defines group events,deeply presents the factors leading to group events,and classifies group events from different perspectives of manifestations, interests, harmful consequences, specific departments, on the basis of domestic and foreign achievements.The third chapter presents the development trends on the basis of research, which include quantity rise, scale increase, manifestation diversity, opportunity choice, organizing degree enhancement and etc.. Furthermore, this article detailed analyzes the root causes of group events in Chongming area, advantages of local police organs at the disposal of group events and bottleneck problems police organs meet.Chapter four states that we shall positively response to group events from root causes. Firstly, scientifically recognize and understand the nature of group events, and correctly define. Secondly, completely utilize police organs'information measures, strengthen excluding information collection, regulate information disposal process and establish cross-sector information analysis mechanism. Then, we shall maintain"quick and correct"information warning mechanism. Thirdly, establish a special team which disposes group events. Last, strengthen the communication with the media, insist on synchronous disposal, synchronous guide, timely and correctly release authoritative information, promptly response, and timely disposal to enhance the ability of public opinion guidance of police organs, from learning various areas'experiences.
