Study On The Disposal Of Interest Expressive Group Events

Promoting the construction of socialist rule of law is an important guarantee for the success of socialism with Chinese characteristics and a well-off society in an all-round way.General Secretary Xi Jinping pointed out at the Nineteenth National Congress of the Party in October 2017 that "we should strengthen the construction of social governance system,improve the social governance system of Party Committee leadership,government responsibility,social coordination,public participation and legal security,and improve the level of socialization,legalization,intellectualization and specialization of social governance." We should strengthen the construction of mechanisms for preventing and resolving social contradictions and properly handle contradictions among the people.At present,the social situation at home and abroad is undergoing profound changes,and China's reform is being recommended in depth to enter the key areas of reform.This has resulted in the breakdown of inherent interests and uneven redistribution.In this case,the appeals of interest groups can not be expressed effectively and the legitimate rights and interests are damaged from time to time.The rapid increase of mass incidents,especially interest-expressing mass incidents,with some extreme forms of expression,has a great impact on the stability of social order and the credibility and authority of the government.How to effectively prevent and stop the occurrence of mass incidents is an important issue faced by Party committees and government departments at all levels.After mass incidents occur in many local governments in our country,the public security organs are regarded as the only force to deal with them.It is precisely because the public security organs often fight alone,resulting in an antagonistic situation with the incident groups.This makes it more difficult to deal with group incidents,especially interest-expressing group incidents.Taking Jinzhong City as an example,this paper studies the theory of interest-expressive group incidents and analyses the success and failure of current public security organs in dealing with interest-expressive group incidents combined with typical cases of public security organs.On this basis,the public security organs and government departments how to more effectively prevent and deal with interest-expressing group incidents,to explore the relatively feasible suggestions.
