In moderntimes, right to education is an important constitutional right to self-development. And the equality of the right to education becamean essential issue to constitutional theory and practice. Nowadays nearly every country still has poor, poor people and poor life. The poor people had low income and enjoy the rights insufficiently. Compared with the upper and middle class, they are vulnerable, whether economically or at social rights. The societydeveloping, we cannot ignore these vulnerable groups; a nation progressing, we should balance well the interests of these disadvantaged. Education is a fundamentalway to the problem of addressing the social vulnerable groups. Beginning with right to education, the author discussed the necessity of equality to one's right to education. Then in odor to discover the problems the equality of right to education confront nowadays, the author inquired the vulnerable groups of our country, analyzed the situation and then concluded the problems that realizing the equality of the right to education that meet. And at last, the author tried to find the way to deal with the problem.Chapter One the author emphasizes on necessity of equality of right to education. First, from the perspective of constitutional law, the essential of right to education is right to education equally, accordingly, the equality of right to education is certain claim of the implementation of constitutional right. Second, the realization of the right to education requires the guarantee of government responsibility; therefore, the equality of right to education impersonates the government responsibility. The third, education is the ultimate approach to the disposition of a person, the equality of right to education advances social civilization.Chapter Two analyses the vulnerable groups in china, the author locate the status quo of equal right to education and problems exist. Vulnerable groups in our country are complicated; however, the right to education progressed integrally, not entirely. The realization of vulnerable gioups'equality of right to education exist many problems.Chapter Three discuss approaches to the realization of equality of right to education.By means of legislative, administrative, judicial, guarantee the equality of right to education comprehensively.Education is the support of society and economic sustainable development and is also a strong impetus to the individual citizen of the development of his basic needs. Building socialistic harmonious society, education will play life of pilot and fundamental role of the harmonious society. Education for building an important role in promoting equal education, to realize the right to education is the equality and fairness.
