Study Of Administrative Regulations

According to the result of the administrative regulation's expansion and basing on the history of administrative regulation in China,I try to explain the relationship between the administrative regulation and reveal the problems. Then I try to construct a new relationship between the administrative regulation in China.In the part of explanation of administrative regulation's relationship, I put out three points:firstly, the administrative regulation's relationship should be equally cooperated one; secondly, there are differences between the rank and the force of administrative regulation; thirdly, the limitation of administrative regulation's power should follow the rule that delimit the obligation of central department branch, and restrict the power of local administrative regulation under the retain of central legislation's power.In the part of construction of administrative regulation's relationship, I also put out three points:firstly, the establishment of restricted checking system of administrative regulation's relationship; secondly, the establishment of soft balancing system of administrative regulation's relationship; thirdly, the establishment of new distributed pattern of the administrative regulation.Above all, I try to point out a new salvation for the dispute of administrative regulation, and try hardly to construct a new relationship of administrative regulation which should satisfy the trend of relationship between the central and local government in China.
