The Research On The Relationship Between Central And Local Government

The relationship between central government and local government is an important question in a countries'political system. Whether this problem can handle, directly related to the national unity and political stability, economic development and social progress. After the founding of new China and before the reform period,the relationship between central and local government is in unreasonable operating condition.The contradiction of centralization and decentralization is still a problem.The relationship between central and local government wavering between centralization and decentralization, Seriously restricted the economic and social development. After the reform and opening up,although broke the old pattern and direct to the rational way,but construct scientific relationship is also a puzzle in the current political civilization and political system reform. Especially in China are now in social transformation period,this problem directly related to the 21st century Chinese people's happiness and well-being,national prosperity and development.From a historical perspective,I will review the progress that the western democratic countries how to build the relationship.Then,I will review our practise after the founding.I want to give some advise in the reconstruction. In the first part,through respectively explain the relationship between central and local government and local autonomy in theoretical,points out the difference between them.Establish theoretical basis for the unique progress to establish our relationship;in the second part,I will review the progress of local autonomy in four democracy countries,and finally points out each country has its unique way in local autonomy.Whether it's unitary system or federal system.They are just tools and are not independent themselves..Its significance lies in the realization of politician and just as the representative of puring the goal of social groups.We don't need for a specific purpose of evaluation. Which tools do we choose is depends on the social conditions; in the third part,through summarize practical experience and lesson in the relationship after the founding,I want to provide reference for current adjustment and reform in the relationship;in the forth part,I respectively open up my discuss on the administrative reform,property separately and innovate local government,etc,in order to provide some suggestions for the adjustment and reform in the relationship.
