The subprime mortgage crisis originated in the USA as of year 2007 quickly influenced the other countries and the other economic sectors, even the whole real economy. To combat the financial crisis, each and every country adopted various market-rescuing measures, including the government procurement measures. By governmental procurement of goods and/or services, a country can effectively enlarge its domestic demand through fiscal expenditure.This thesis is divided into four chapters. The first chapter retrospect the causation of the financial crisis, market-rescuing measures adopted by some countries and its effects. The market-rescuing measures consist of government procurement measures, some of which are 'buy local' policy that is of protective nature. The second chapter studies the WTO government procurement system, including its historical evolution and its core principles, especially the various exemptions from the application of nondiscriminatory principle. The third chapter points out the ineffectiveness of WTO government procurement system in regulating the government procurement measures used for market-rescuing purpose. Besides, the author also probes in the reason underneath the ineffectiveness, the corresponding development and its limitations. The forth chapter analyses China's market-rescuing measures and market-rescuing government procurement measures. In addition, the author analyses the flaws of Chinese government procurement legal system and some problems relating to China's accession to Government Procurement Agreement.The purpose of this thesis is to learn from WTO government procurement system, to research into the legality of market-rescuing government procurement measures on its basis and to locate some questions concerned as well. Beyond that, the author wishes to arouse more attention and deliberation on China's accession to Government Procurement Agreement.
