On The Opening Of Government Procurement Market Of Our Country

Today, the economic globalization has been a whiff of irreversible tide of history. And the liberalization system of international trade, which is the key of the economic globalization, is approaching perfection. The field of government procurement, which has been excluded from "General Agreement on Tariffs and Trade" (GATT) is also inevitably included in the liberalization of trade. To open the government procurement market is gaining more and more governments' attention. China's entry to WTO not only means the identification of the world with the development of Chinese market economy, but also means that China must accept the whole set of operation rules of WTO. While China is incorporating further with WTO, which is an international multilateral trade system, the gradual opening of our government procurement market and the internationalization of the government procurement activities must become a macro-trend in the economic reform and development of China in the future. Because the government procurement system of China that is being generalized and set up is far from perfection and maturity, how to open our government procurement market gradually under this condition has become a great subject of the new century that urgently demands the financial theory and practice experts to study. It also has great significance to the financial system reform, the opening to the outside deeply and the smooth development of the whole national economy of our country.Starting from the basic theories of government procurement, this paper systemically analyzes the concept, the characteristics, the goals, the procedures and principles of government procurement, as well as the contents and functions of government procurement system, and makes abrief introduction on "Agreement on Government Procurement" that is considered as one of the national government procurement rules. Then the general situation, effects and still existing problems of the government procurement practice in our country are introduced. And the necessities and the feasibilities of the opening of government procurement market of our country are analyzed in depth. At last, combining "Agreement on Government Procurement (GPA)" of WTO, the thesis discusses the countermeasures and measures, which should be adopted to open the government procurement market of our country.
