After analyzing that selection-use-management is the basic links of the implementation of the new standard, concretely addresses the implementation of the new standard in the process of reforming and innovating the cadre selection system, in the process of constructing scientific cadre use system and in the process of establishing scientific cadre management system, namely how to select four requirements cadres, how to use four requirements cadres, how to supervise and evaluate four requirements cadres.
