The increase of complexity of public services in the modern era proposes requirements for the coordination and cooperation between the public sectors. Inter-department coordination and cooperation have become key development areas of public administration. In this paper, advisory and coordinating organization existed in the State level which proceeds for the purpose of inter-department coordination is the research focus. Advisory and coordinating organization in the State Council is set up in order to complete a specific task, and bear the important task of organizing and coordinating inter-department professional work. Its existence has some rationale. Its feature of flexibility enables the government to response to the changing environment rapidly. And it is also a means to make up the "gap" between government departments to some extent. There are many features of advisory and coordinating organization in the State Council. Some of the features can further promote or hinder the effectiveness of the inter-department coordination. In this paper, quantitative research method is used, supplemented by a case study to explore the following questions: What are the features of advisory and coordinating organization in the State Council? Which of them can promote or hinder the effectiveness of inter-department coordination and why? What are the factors that prompt the formation of these features? By analyzing the features of advisory and coordinating organization in the State Council, it can be explained to some extent what kind of features can promote or hinder the effectiveness of inter-department coordination. It will further help to understand the relation between advisory and coordinating organization in the State Council and other government departments, and the role of advisory and coordinating organization in the State Council in the public administration of government. By analyzing the people in the organization, organizational structure, organization type and dynamic change of the organization, it is found that advisory and coordinating organization in the State Council presents the features such as most of them have many member organizations, the survival time of most organization is short, there are many part-time leaderships, most of the organizations'level are high. Dynamically, advisory and coordinating organization in the State Council presents the features such as it has serious expansion trend, some organizations are repeatedly set on the vertical axis of time, and different types of the organizations have different development trend. It is found that the large number of member organizations and high level of leadership will promote the effectiveness of inter-department coordination. However, the shortness of survival time, the situation of part time leadership, the expansion trend and the repeated establishment of organization will hider the effectiveness of coordination. There are all kinds of reasons which can explain the formation of these features. Some of the features can be explained by some common and deep reasons. And they have some direct reasons respectively as well. All of these reasons stimulate the formation of features of advisory and coordinating organization in the State Council.
